Abstract

Kota Padang mengalami pertumbuhan dinamis dengan pusat kegiatan tumbuh di
sepanjang Jalan Dr. Mohammad Hatta. Aktivitas lalu lintas penting dan dengan
perkembangan kendaraan, pemerintah perlu mempertimbangkan tata ruang dan
pengelolaan jalan. Arus lalu lintas tak stabil pada jam sibuk, Kota padang melalui
Dishub pada simpang Anduring melakukan rekayasa jalan pada simpang anduring
dengan memberi pembatas jalan. Studi ini mengevaluasi kinerja u-turn di Jalan Dr.
Mohammad Hatta, Kota Padang.. Data yang dikumpulkan yaitu Geometri Jalan,
Volume Lalu Lintas, Hambatan Samping, Waktu tempuh putar baik. Hasil
perhitungan MKJI 1997 menunjukkan tingkat pelayanan jalan Dr. Mohammad
Hatta arah Andalas. Pada pagi dan siang, tingkat pelayanan adalah B, dengan arus
stabil dan kecepatan operasi dibatasi oleh lalu lintas. Pada sore hari, tingkat
pelayanan adalah C, dengan arus stabil, tetapi kendali kecepatan dan gerak
kendaraan diterapkan. Pada arah Bypass, tingkat pelayanan B terjadi saat arus
stabil. Namun kecepatan operasi dibatasi oleh lalu lintas.
Kata Kunci : Kinerja Putar Balik, Ruas Jalan, Kota Padang, Volume
Padang City is experiencing dynamic growth with activity centers growing along
Dr. Mohammad Hatta Road. Traffic activities are important and with the
development of vehicles, the government needs to consider spatial planning and
road management. The traffic flow is unstable during peak hours, Padang City
through Dishub at Anduring intersection conducts road engineering at Anduring
intersection by providing road divider. This study evaluates the performance of uturns
on Dr. Mohammad Hatta Street, Padang City. The data collected are Road
Geometry, Traffic Volume, Side Obstacles, Good turn travel time. The result of
MKJI 1997 calculation shows the level of service of Dr. Mohammad Hatta road
towards Andalas. In the morning and afternoon, the level of service is B, with
stable flow and operating speed limited by traffic. In the afternoon, the level of
service is C, with steady flow, but speed control and vehicle movement are applied.
In the Bypass direction, level of service B occurs when the flow is stable. However,
the operating speed is limited by traffic.
